ANC mining policy resolution published

[miningmx.com] – THE final wording of the ANC’s resolution on
nationalisation of the mining sector adopted at the party’s policy conference in June
has been published, said BDLive.

Although the resolution rejects outright nationalisation, it nevertheless calls for bold
state intervention that must include “state ownership’, BDLive said.

Interventions to reduce the cost of coal to Eskom in an attempt to contain the cost of
energy to South African consumers appear inevitable. The document refers to this
proposal as “strategies to increase the supply of coal at competitive prices’.

Broad policy decisions will be adopted at the party’s conference in December and the
resolution makes clear that many of the proposals in the State Intervention in Mining
document (Sims) are likely to be adopted.

Sims was commissioned by the ANC in an effort to investigate the legitimacy of
nationalisation of the mining sector. The document found that nationalisation was not
affordable but that targeted state ownership was desirable.

Sims also called for a resource rent tax, although the ANC has since said that a tax on
the mining sector should be considered carefully.
